Survey on The Benefit Coverage Rate of National Health Insurance in 2006

Abstract
It has been 30 years since National Health Insurance System, a typical Social Security system, was introduced to improve the health status of the population. This study was conducted constantly has expanded its benefits through the various reinforcement strategies such as to examine the co-payment rates of the insured for their health care service including servicesfor coverage exclusion and to provide policy makers or researchers with practical data. Nation-wide 690 health care institutions selected through the stratified random sampling were surveyed. In results, benefit coverage rate has risen to 64.3% in 2006 from 61.8% in 2005 and 61.3% in 2004. Among 35.7% out-of-pocket expenses, 22,4% were occupied by co-payment and 13.3% were occupied by co-payments for coverage exclusion. The larger health care institutions, the higher out-of-pocket expenses were shown; the dental clinic and oriental medicine have relatively higher co-payment rates. The coverage rate for inpatient care service was higher than that of out-patients care service for the first time since 2004, 61.4 % and 59.8%, respectively. This proves the coverage enhancement policy for critical illness to be effective. Coverage rate for pharmaceutical products was 71.5% which was higher than those for inpatient and outpatient care services.
